The Orchestrator Pattern: How to Make AI Agents Work Together
Coordination, not capability, is the unsolved problem in multi-agent AI. The orchestrator pattern is the answer.
The Coordination Problem
Here's something I keep seeing in the AI agent space: teams build incredibly capable individual agents, then try to make them work together and everything falls apart. The agents duplicate work. They produce conflicting output. They step on each other's changes. The result is worse than a single agent would have produced alone.
The capability problem is solved. Models are smart enough. GPT-4, Claude, Gemini — any frontier model can write code, review code, generate content, plan architecture. Individual agent performance is not the bottleneck anymore. The unsolved problem is coordination.
This is the same challenge engineering managers face every day. You don't fail because your engineers aren't talented. You fail because they're working on the wrong things, duplicating effort, or building components that don't fit together. The difference with AI agents is they can't read social cues. They don't overhear hallway conversations. They don't pick up on the subtle "hey, I'm already working on that" signals humans rely on.
When I started building Agent Team — a multi-agent system for software development — this was the first wall I hit. Individual agents performed beautifully in isolation. Put them together and it was chaos. The coding agent would refactor files the design agent was simultaneously modifying. The deploy agent would ship code the review agent hadn't approved. Everyone was busy, nothing was coherent.
The answer turned out to be an old idea from distributed systems: you need a coordinator. In multi-agent AI, that coordinator is the orchestrator.
The 4-Phase Cycle
The orchestrator pattern I use in Agent Team follows a four-phase cycle that repeats for every unit of work. It's not complicated, but the discipline of following it consistently is what makes multi-agent systems actually work.
Plan
The orchestrator receives a task — build a feature, fix a bug, refactor a module. Its first job is to break that task into sub-tasks, identify dependencies between them, and assign each sub-task to the right specialist agent.
This is where most of the intelligence lives. A good plan prevents 90% of coordination failures. The orchestrator needs to understand what the coding agent needs from the design agent before it can start. It needs to know that the deploy agent is blocked until review passes. It needs to sequence work so agents aren't fighting over the same files.
Bad plans create cascading failures. If you tell two agents to edit the same file simultaneously, you get merge conflicts or, worse, one agent silently overwrites the other's work. The plan has to encode these constraints explicitly.
Dispatch
Once the plan is set, the orchestrator dispatches work to agents. Agents that can run in parallel do. Agents that depend on each other's output run sequentially.
Parallelism is the whole point of multi-agent systems. If everything runs sequentially, you've just built a slow single agent with extra steps. The orchestrator's job is to maximize parallel execution while respecting real dependencies.
In Agent Team, a typical dispatch might look like: the design agent generates component specs while the coding agent sets up the project scaffold. Neither needs the other's output yet. But the coding agent's implementation phase is blocked until design specs are ready. The orchestrator manages this automatically.
Review
Before any agent's output gets integrated, it goes through a review phase. This is the quality gate that prevents garbage from propagating through the system.
The review can be handled by a dedicated review agent, by the orchestrator itself doing a lightweight check, or by routing to a human for approval. The mechanism matters less than the principle: no agent's output goes live without verification.
I learned this the hard way. Early versions of Agent Team skipped review for "simple" tasks. Turns out agents are confidently wrong often enough that even simple tasks need a sanity check. A coding agent that introduces a subtle bug is bad. A coding agent whose bug gets deployed because nobody checked is catastrophic.
Report
After review, the orchestrator integrates results, updates the project state, and reports status. Then the cycle repeats for the next unit of work.
The report phase sounds administrative, but it's critical for two reasons. First, it gives the orchestrator updated context for the next planning phase. Second, it creates a record of what happened — which matters enormously when something goes wrong and you need to trace back through agent decisions.
The Cardinal Rule: The Orchestrator Does Not Do the Work
This is the single most common mistake I see in multi-agent architectures, and I made it myself before I knew better.
When you build an orchestrator, the temptation is overwhelming: let the orchestrator handle "small" tasks directly instead of delegating them. Why spin up a coding agent for a one-line fix? Why bother the design agent for a minor CSS tweak? The orchestrator can just do it.
Don't. The moment the orchestrator starts doing work, you've rebuilt a monolith. The orchestrator is now planning, delegating, reviewing, AND implementing. Its context window fills up with implementation details instead of coordination state. It loses track of the big picture because it's knee-deep in the small picture.
Think of it like a tech lead. The best tech leads I've worked with resist the urge to jump into the code. They plan the sprint, assign work, unblock people, review output, and integrate results. They could write the code themselves — they're often the most senior engineer on the team. But doing so would mean nobody is steering the ship.
The orchestrator's job is planning, delegation, and integration. Period. If something needs to be built, delegate it. If something needs to be reviewed, delegate it. If something needs to be deployed, delegate it. The orchestrator touches every phase but executes none of them.
In Agent Team, I enforce this architecturally. The orchestrator agent doesn't have access to code editing tools. It can read files for context, but it can't modify them. This constraint sounds limiting, but it's actually liberating — it forces the orchestrator to stay in its lane.
Communication: Structured Handoffs vs Shared Context
Once you commit to the orchestrator pattern, the next question is how agents communicate. I've tried both major approaches, and the difference is significant.
Shared Context
The simple approach: all agents share a conversation thread. The orchestrator posts a task, the coding agent responds with code, the review agent responds with feedback, everyone can see everything.
This works for two or three agents on small tasks. Beyond that, it degrades fast. Agents start "talking over" each other. The coding agent's long code output pushes the design spec out of the context window. The review agent's feedback gets mixed up with the deploy agent's status update. It's like a meeting with ten people and no agenda — lots of talking, very little communication.
Shared context also makes it hard to give agents focused instructions. If the coding agent can see the review agent's critique of another agent's work, it might preemptively change its approach in unhelpful ways. Agents are surprisingly susceptible to irrelevant context influencing their behavior.
Structured Handoffs
The alternative: the orchestrator writes a focused brief for each agent. The brief contains exactly the context that agent needs — no more, no less. The agent returns structured output that the orchestrator integrates.
In Agent Team, structured handoffs won decisively. Each agent gets a prompt that looks like a well-written ticket: here's what you need to do, here's the relevant context, here's the expected output format, here are the constraints. The agent doesn't need to parse a sprawling conversation to figure out what's relevant.
Structured handoffs are more work for the orchestrator — it has to write a custom brief for every dispatch. But the payoff is massive. Agents produce more focused output. Debugging is easier because you can inspect exactly what each agent saw. And you can swap agents in and out without restructuring the entire communication flow.
The tradeoff is real: structured handoffs add latency (the orchestrator has to compose each brief) and token cost (context gets partially duplicated across briefs). For Agent Team, the quality improvement is worth it. Your mileage may vary depending on how many agents you're running and how tightly coupled their work is.
Failure Modes
Every architecture has failure modes. The orchestrator pattern has two, and they're opposite extremes.
Over-Orchestration (The Bottleneck)
This is what happens when the orchestrator micromanages. Every agent needs explicit approval before proceeding to the next step. The orchestrator reviews intermediate output, requests revisions, re-reviews, and only then allows the agent to continue.
The result: everything is perfectly coordinated and painfully slow. Agents spend most of their time waiting for the orchestrator. The system's throughput is limited by the orchestrator's bandwidth, which defeats the purpose of having multiple agents in the first place.
Over-orchestration usually comes from a trust deficit. The builder doesn't trust agents to produce good output, so they add checkpoints everywhere. The fix isn't removing checkpoints — it's building better agents and better prompts so you can trust the output. Invest in agent quality, then relax the controls.
Under-Orchestration (The Chaos)
The opposite failure: agents run free with minimal coordination. The orchestrator assigns tasks and steps back. Agents make their own decisions about scope, approach, and integration.
The result: agents duplicate work, produce conflicting implementations, or build components that don't fit together. I had a memorable early failure where the coding agent built a REST API while the frontend agent assumed GraphQL. Neither was wrong. Nobody was coordinating.
Under-orchestration usually comes from overestimating agent autonomy. Today's models are impressive, but they don't have the meta-awareness to self-coordinate. They can't independently realize "hey, I should check what the other agent is doing before I proceed." That awareness has to be externally imposed by the orchestrator.
The Sweet Spot
The right balance: clear task assignment with autonomy within boundaries. The orchestrator defines what needs to happen, sets constraints, and specifies the output format. Within those boundaries, agents have full autonomy over how they execute.
Think of it as management by objective rather than management by activity. You tell the coding agent "implement this component using React, following this design spec, and return the files." You don't tell it "first create the file, then write the imports, then write the component function." Agents are good at execution. They're bad at coordination. Let them do what they're good at.
This Pattern Is Running in Production
I want to be clear: this isn't a thought experiment. The orchestrator pattern described here is exactly what Agent Team uses in production. Every project I build with it follows the Plan-Dispatch-Review-Report cycle. Every agent gets structured handoffs. The orchestrator never writes code.
It's not perfect — no architecture is. The structured handoff overhead adds latency. The orchestrator's plan is only as good as its understanding of the task. Sometimes agents produce output that doesn't integrate cleanly and the cycle has to repeat.
But it works. Multi-agent coordination goes from chaotic to predictable. Output quality is consistently higher than a single agent because specialists focus on what they're good at. And when something breaks, I can trace exactly which phase failed and why.
The orchestrator pattern isn't novel. It's borrowed directly from distributed systems, org design, and project management. The insight is that AI agents need the same coordination infrastructure that humans do — just implemented differently.
